One of the project’s central principles is to open-up a previously private waterfront surrounding the site, including a multi-use trail and a rich variety of park, plaza, and habitat conservation areas. We want to create an inviting and vibrant waterfront for all Port Moody residents to enjoy, in line with the City’s OCP guidelines.
Yes, the Oceanfront District Master Plan calls for the Shoreline Trail to be extended around the entire property. This is an increase of 43% to the existing Shoreline Trail. Our plan will ensure that the walking trails are accessible and enjoyable to all ages and abilities.

In 2024, a preliminary rezoning application (pre-application) process was completed. Input from the pre-application has been integrated into the master plan; at present, the project team is working to advance major files related to new infrastructure that would support the development and broader community. At such time that clarity is achieved around these major elements of the project and market conditions are favourable, a full rezoning application will be pursued on the basis of the Oceanfront District OCP designation as agreed to by the landowner and the City of Port Moody.
Yes, three (3) detailed geotechnical and soil investigations have been conducted on the site specifically to address the question of capacity to support a potential redevelopment. All three reports have been reviewed by the City of Port Moody, who retained Levelton Consultants Ltd. to perform an independent peer review of the geotechnical reports. The conclusions reached by all experts are the same:
- There is nothing on this site that would preclude the development in its current proposed form. In fact, from a geotechnical aspect, the site can support structures that are much larger and more complex then we have proposed.
- All of the issues regarding liquefaction, fill material, and earth quake hazards have been addressed and are very manageable with sound well proven methods of geotechnical and structural engineering & design.
Our goal is to improve the natural environment. Currently, the site is almost fully paved and impermeable. The Flavelle Oceanfront master plan envisions a significant amount of green space in the community, as well as habitat enhancement adjacent to the Kyle Creek estuary (south-west edge of the site). Design of the foreshore is being undertaken by a multidisciplinary team of experts to minimize any potential ecosystem impacts – and where possible, introduce enhancements. Our commitment to environmental protection and adherence to regulation will always be a central value of the project.
We think that a hotel would be a great addition to Port Moody, but market demand and economics must be able to support one. The Oceanfront District OCP designation permits a hotel on the site, and the master plan has been designed with the option to include a hotel if economically feasible.

Flavelle Oceanfront is a transit-oriented development within walking distance of Moody Centre Station transit services including SkyTrain, West Coast Express, and a bus hub. And as a complete community with daily amenities and employment opportunities located throughout the development, the need for residents to make car trips will be minimized.
The two different comprehensive transportation impact assessments have been conducted and accepted by the City of Port Moody, and a third analysis is currently underway. A range of measures are being evaluated to improve pedestrian, active transportation, and vehicle access to the site.

At least 7.54 acres of new park and conservation/environmental area will be provided in the redevelopment of the site – that’s over 5 times the amount required by Port Moody’s Zoning Bylaw, and approximately equal to the green areas of Rocky Point Park.
The Oceanfront District OCP designation has been approved, which officially designates the Flavelle site as a mixed-use urban development with high-rise buildings and 3,843,405 sq. ft. of buildable area and 7.54 acres of park and conservation/environmental areas. The exact layout of the community will be determined at the rezoning application stage.

Flavelle Oceanfront undertook a planning and visioning process to consider the future of the historic Flavelle Sawmill site. In April 2015, the company initiated a comprehensive, all-channel public engagement process to gather input from the community. Engagement initiatives included:
- Residential door to door canvass of over 900 homes in the City of Port Moody, where we had conversations with over half of the residents at their homes
- Business Canvass of the Moody Centre area – reached over 100 businesses
- Notified over 10,000 residents with a mailer about our 1st Open House held in June 2015 at the Old Mill Boathouse. Over 100 people attended the 1st Open House
- We hosted four (4) information kiosks at local events: Farmer’s Market, Golden Spike Days, Newport Village Summer Festival and the Food Truck Festival – over 500 people asked about the site and gave us their feedback.
- Over 200 people attended the City led Open House in January 2016, and over 150 attended the January 2017 event.
- Over 350 people have engaged with us through our project website
- Over 250 people have participated in the Flavelle Site Tours
- Hosted a Transit-Oriented Development tour with Translink for the City of Port Moody Mayor, Council and Staff
The property is privately owned by Mill & Timber Products Ltd. – a family-owned business headquartered in Coquitlam.
The site is over 33 acres in total:
- Over 28 acres of land
- Approximately 5 acres of of seabed – one of the few examples of fee simple seabed
Flavelle is located at the ocean’s edge on Burrard Inlet in the City of Port Moody. Its civic address is 2450 Columbia St. – a short walk from Moody Centre Station on the SkyTrain Millennium Line, as well as the West Coast Express, providing fast and frequent connections to downtown Vancouver.
